In the eyes of the top CEOs in the U.S., before these goals become reality, the foundation of policies and comprehensive climate and energy legislation needs to be laid by those who reside in Washington D.C. As such, more than 80 CEOs from U.S. businesses, from eBay to PG&E to Virgin America, have sent a letter to President Obama and members of Congress asking them to create the impetus to achieve these goals by enacting climate and energy legislation.

Beginning February 1, 2010, an estimated 82,000 construction sites must comply with the EPA’s new regulation governing construction site discharge. The new regulation outlines stricter measures to reduce water pollution and the EPA expects compliance with the rule to reduce the amount of sediment and other pollutants discharged from construction sites by 4 billion pounds per year.

Yesterday, at the White House, President Obama announced the award of $2.3 billion in Recovery Act Advanced Energy Manufacturing Tax Credits for clean energy manufacturing projects across the United States. The 183 projects in 43 states will generate more than 17,000 high quality clean energy jobs and the domestic manufacturingof advanced clean energy technologies including solar, wind, and efficiency and energy management technologies. This investment will be matched by as much as $5.4 billion in private sector funding likely supporting up to 41,000 additional jobs.

President Obama forged a political accord with China, India, and South Africa that did not meet the modest expectations for the Copenhagen summit meeting. There was no legally binding treaty to reduce global greenhouse gas emissions, but instead countries will be required to list their greenhouse gas reduction targets and a fund will be established to assist poor nations with dealing with climate change.

Robert A. Peck, Commissioner of Public Buildings at the U.S. General Services Association (GSA), presented a keynote presentation at Ecobuild America this week entitled GSA: Green Pioneer – Green Proving Ground. Peck presented his vision for the GSA as a leader in green building technology and discussed how the 5.5 billion dollar appropriation from the American Recovery and Reinvestment Act (ARRA) will impact the GSA’s work.

President Barack Obama proposed a new rebate program on Tuesday to reward homeowners for making their homes more energy efficient, while also proposing additional federal investments in energy efficiency and renewable energy. As part of a speech about jobs and the economy at the Brookings Institution in Washington, D.C., the president noted that home energy retrofits create jobs, save money for families, and reduce the pollution that threatens our environment.

In a major new announcement, the U.S. Environmental Protection Agency (EPA) has concluded that greenhouse gases (GHGs) threaten the public health and welfare also explicitly stating that GHG emissions from on-road vehicles contribute to that threat. This conclusion by the EPA has been reached after a thorough examination of the scientific evidence and careful consideration of public comments.

President Obama is faced with some of the same challenges former President Eisenhower faced when he was confronted with a patchwork of county and state highways that impeded interstate commerce. History is repeating itself. President Obama’s goal of securing 25 percent of our electricity from renewable sources by 2025 is restricted by state regulators who fail to cooperate on interstate goals. President Eisenhower granted the Bureau of Public Roads authority to plan and place the new, interstate highways and Steinberg is advocating for the Obama administration to extend the same authority to the Federal Energy Regulatory Commission in order to update the grid.
