The stimulus has had an underwhelming impact on the cleantech sector. Very little of the $36.7b of The American Reinvestment and Recovery Act (ARRA) allocated $36.7b to the Department of Energy (DOE) has gone to cleantech. Nuclear waste cleanup projects and state governments have received most of the money to date. Cleantech funding has been negatively impacted by delays at the state level and states reallocateing funds to address shortfalls in state budgets.

A report released today from President Barack Obama’s Council of Economic Advisers says that cleantech and healthcare jobs will drive a jobs recovery. “Preparing the Workers of Today for the Jobs of Tomorrow,” offers an overview of how the U.S. labor market is expected to grow and develop over the next few years. The analysis suggests that the that the U.S. economy will likely emerge from the current economic downturn with strong growth over the next five to ten years in industries such as health care, education, transportation, and construction. There will also be strong growth in employment in industries devoted to the production and distribution of clean energy.

I think there are numerous flaws with that study. In this update, we have Spain’s response to his claims, proof that his data was falsified, an explanation of how the renewable energy investment did not have the major negative impact on business, in Spain, that his analysis was too simplistic to be applied in any real world model, and what most economists believe is the major cause of Spain’s high unemployment rate.
